GRANTING OF CONTRACTS AND AUTHORIZATION OF EXPENDITURE

PUBLIC notice is hereby given by the undersigned

THAT the municipal Council of the municipality of Wentworth-Nord will meet in extraordinary session on September 29, 2015 at 7 pm at the Community Center of Laurel (Library), located at 3470, route Principale, Wentworth-Nord, in order to address the following points:

1. grant of the 2015-2018 snow removal contract for the Laurel area;
2. grant of the contract for the restoration / rehabilitation of the Thurson road;
3 authorization of expenditure for the repair of the pumper # 511;
4 permission to apply for an authorization certificate for the implantation of a firing site;
5. characterization study - award of a contract

During this special session, the deliberations of the Council and the question period will focus exclusively on the subject on the agenda.

Viking Club's 2015 Regatta

Hello,
We are advising the Lake Association that the Club de canoë-kayak Viking is holding its annual Long Distance Regatta on Saturday September 19th (from 10:00 to 3:00).  Like last year, we plan on setting up a Start/Finish line tent for the Canoë Kayak Québec officials on the beach, and the races - 2km and 6km - will take place in the “middle” Montfort section of the lake.  To minimize the impact on the usage of the public beach, all race boats will be put in and taken out of the water from the docks at the Club site (which will also ensure that all boats from the other Clubs attending are washed before going in the water). 
The Viking Club owns two safety (motor) boats however, for the Regatta, that will be insufficient.  We require additional safety/officials boats and we’d like to ask the residents of the lake if they would be interested in coming out that day to assist us.  Compensation for their time and effort would be payment for the gas that’s used; lunch; and a voucher for a Dragon Boat outing.  Please contact me at the email or at the phone number below. 
We’d also like to encourage all residents to come out and watch (the Aerobic Corridor will provide a great view!).  There will be a lunch break midway through the Regatta, with a food tent set up at the Club site selling lunch and snack items.

Ps. Our President, Raymond Noël, asked for details about the type of additional safety/officials boats (or pontoon boat?) required. He also advises boaters that it would be appreciated if skiers, tubers, etc. use the Newaygo end of the lake for those activities so as to leave the Montfort end to the Regatta.

COMMUNIQUÉ

Objet :                Barrage X0005087 (Lac Saint-François-Xavier, Pavillon Montfort); étude de sécurité

Suite au mandat donné à l'ingénieur Pierre Dumas, dans le cadre de l'étude sur la sécurité du barrage de Montfort, situé à la hauteur du 160 route Principale à Wentworth-Nord, la MRC des Pays-d'en-Haut a communiqué avec le Centre d'expertise hydrique du Québec (CEHQ). Une rencontre a eu lieu le mercredi 19 août avec M. Pierre Dumas, ingénieur mandaté par la MRC,
M.                Éric Martel, ingénieur de la Direction de la sécurité des barrages et M. Joël Badertscher, de la MRC des Pays-d'en-Haut. Cette visite des lieux a permis au CEHQ de réévaluer le barrage. Ce dernier a été classé dans la catégorie « forte  contenance », de classe « B » dans la Fiche technique du barrage # X0005087.

Suite au constat que le barrage est désormais classé comme forte contenance, les propriétaires du barrage (à savoir la MRC des Pays-d'en-Haut et la municipalité de Wentworth-Nord) sont dans l'obligation de produire une étude de sécurité du barrage en vertu des articles 48 et suivants du Règlement sur la sécurité des barrages (Loi sur la sécurité des barrages). Cette étude sera effectuée par l'ingénieur Pierre Dumas, mandaté par la MRC des Pays-d'en-Haut.


Pour effectuer cette étude de sécurité, l'ingénieur doit pouvoir procéder à plusieurs tests et investigations, notamment :

•                des sondages depuis le sommet de la digue pour voir la composition du barrage et comprendre la dynamique des infiltrations d'eau;
•                la coupe de végétation dans la partie aval du barrage pour mieux voir la topographie (relevé d'arpentage) et repérer les résurgences d'eau;
•                le creusage d'un fossé dans la partie aval pour voir les résurgences d'eau;
•                la coupe de végétation dans la partie amont du barrage pour repérer les infiltrations d'eau.

Selon le CEHQ et la MDDELCC (M. Yves Marquis) le barrage X0005087 n'est pas une rive conventionnelle, mais bel et bien un ouvrage anthropique de retenue d'eau, il n'est donc pas soumis aux exigences de la Politique de protection des rives, du littoral et des plaines inondables quant à la coupe de végétation et autres travaux riverains.

Aussi, la MRC des Pays-d'en-Haut, suite aux demandes du CEHQ et de l'ingénieur Pierre Dumas, doit procéder aux travaux d'investigations nécessaires dans les plus brefs délais. La coupe de végétation riveraine sur environ un (1) mètre de profond par une trentaine de mètres de large doit se faire d'ici lundi 24 août 2015. Le creusage du fossé en aval du barrage et les sondages seront effectués le lundi 24 août 2015, par la compagnie d'excavation Constantineau, sous la supervision de Pierre Dumas, ingénieur.

Corn roast at the Yeats' place

There will be a corn roast at the home of Stephen and Kim Yeats on Saturday August 22.  This party is supported by the Association in the hope of being an occasion of healing the rifts that have been festering on the lake for a long period.  It will hopefully be an opportunity for all to get together and, sometime after the celebrations probably, consider to share their views on what is best for the lake.

Death of Robert Barras

Bob Barras, the brother of Diane, passed away at the age of 81, on March 23.  He had been a cottager at Lake Saint-François-Xavier and a long-time member of the Association. Please see his obituary from the Montreal Gazette at the following link.

New measures for the use of the boat launch

Dear Resident/Owner,


                                                Subject: Use of the Newaygo Boat Launch Ramp


The Lake Association is really concerned about the proliferation of Eurasian Milfoil, an invasive plant species that is causing havoc in some lakes very close to ours (for instance, 40% of Lac à la truite near Sainte Agathe des Monts is affected).  We want to do everything we can to avoid having this problem on our lake.  Our first line of defense against this threat is tighter control over lake access.

The control and use of the Boat Launch at Newaygo is mandated to us, the Association du Lac St. Francois Xavier by the Municipality of Wentworth North. The MRC that controls the Aerobic Corridor has also agreed to work with the Association to control access to the lake.

Starting in the spring of 2015, the code for the lock will be changed regularly (it will no longer be set to the current year).  An application must be made with the Association to use the boat launch. At that time a code will be given to you and you will also be told for how long that code will be applicable (after that period, you will have to ask for a new code).  For specific rules of access to the lake, please see the reverse side of this letter.

Please telephone one of the members of the Lake Executive to get the code for the lock on the chain (the coordinates of three of them are shown on the back of this letter - all are shown on the notice board on the wall of the shed at the Newaygo parking lot).  Please note that we will take the opportunity during that call to ensure that your boat has been properly prepared for launching (i.e. it is properly inspected and cleaned if it has been used elsewhere) and that you have adequate and legal parking for the vehicles.  Please replace the chain and relock after use. Do not share the lock combination. If you use a Marine Service to launch your boat, please also advise them that the code is not for public use.

You may also have been advised that the municipality and the MRC are installing barriers to restrict vehicular access to the Aerobic Corridor.  Their control of the barrier is completely separate from our control of the boat access ramp.

We trust that you will understand our concern for our lake and will support these measures to protect it.

Use of the boat launch ramp

The code for the lock will be given under the following conditions:
·                Residents who have lakeside property with road access,
·                Residents who have lakeside property without road access but who have valid parking in the private parking area at the Newaygo Marina
·                Nearby residents who have legitimate parking.  Note that parking on Chemin de Fer and Newaygo road is illegal.
·                Visitors to residents who will provide parking for their vehicles and boats. 
·                Appointments for the use of the boat launch will not be granted for Personal Watercraft

Biathlon in Laurel on February 7th

Un nouvel événement sportif à Wentworth-Nord.

Wentworth-Nord, le 23 janvier 2015 – Biathlon Laurentides est fier de présenter la finale régionale des Jeux du Québec à Wentworth-Nord ce samedi 7 février prochain. Fort du succès remporté ces dernières années par le biathlon dans les Laurentides, cette compétition fera le bonheur des amateurs de sport d'hiver.
Le nouveau site de biathlon, récemment construit, est un endroit de choix pour faire cet événement, il est situé au Parc Laurel, à l'arrière de l'hôtel de ville 3488 Rte Principale, à Wentworth-Nord. Nous désirons que ce sport soit découvert par tous et c'est pour cette raison que le parcours de chaque catégorie sera constitué d'une boucle de 1 km qui sera faite à plusieurs reprises par les participants facilitant ainsi le suivi de la course par les spectateurs.
Les catégories suivantes feront partie de cette épreuve :
8-10 ans (Débutant)
11-12 ans (Juvénile)
13-14 ans (Junior)
15 et + (participatif)
Hommes & Femme
Tir à air comprimé (.177) couché
Seuls les participants fédérés et membres d'un club de biathlon pourront participer à cette épreuve.

Conference on the 1st Great War

November 5th, 2014

THE 1914-1918 WAR, SEEN THROUGH THE PATH OF A GREAT CANADIAN: GENERAL SIR ARTHUR WILLIAM CURRIE.

Lecture delivered for the Société d'histoire et de généalogie des Pays-d'en-Haut, by Colonel (ret'd) Marcel Belleau. $5.

The first great world war started a hundred years ago this year. Colonel Belleau will bring up major armed conflicts that preceded the outbreak of the war of 14-18. He will recall the opposed alliances between the nations. He will explain how the entry into war by the United Kingdom meant also that Canada became involved in the conflict. He will talk about the main battles involving Canadian soldiers and how one of the oldest ski slopes in Saint-Sauveur was named in memory of one of the great victories of Canadians under the command of General Currie.

Bees’ work to plant flowers

Rather than creating a Sub-Committee of the embellishment (the Mayor's request), the Comité consultatif en environnement decided to integrate it into its regular activities, ...  ...Les Fleurons du Québec will evaluate the Municipality on 26 August to give it the number of earned fleurons. Even if it is late in the season, we decided to bloom a few places to beautify our municipality and thus create a basis for the next year. Obviously, this will be very modest this year since we're already on 18 July. 
In short, we are seeking volunteers for a bees’ work to bloom the Montfort Pavilion July 30 or 31. There is also another chore at Laurel for the Town Hall and the library August 20 or 21. Ms. Robitaille, my wife and I will be present at Montfort, but we obviously need help.

The first bees’ work will begin at 9: 00 at the Montfort Pavilion, on the 30th or 31st of July and the second at 9 o'clock at the Laurel library, August 20 or 21. The final dates will depend on the availability of volunteers. Obviously if people could confirm by email or by telephone at Ms. Robitaille, this would allow better planning of the day. "Could you make a callback to the Lake Saint-François-Xavier Association about the trail chore of Saturday May 24 on the Orphans’ Trails network. The meeting is at 9 o'clock at the Pavilion and we will work on the northern part of the network, on the trail of La Fourche. Come with leaf rakes, pruning shears and optionally with round shovel. Summer jobs/internship  at CRE

The CRE Laurentides recruits liaison agents for summer 2014. As part of its Bleu Laurentides Program, these agents will help to put into operation the action plans established between the lake associations and the municipalities for the protection of the lakes. They are the link between these two groups.

Duration: 16 weeks (35 hours/week)

Think tank on beavers

«As part of a project of knowledge on beavers, the Laurentides’ watershed organizations (OBV des Laurentides: Abrinord, AGIR pour la Diable, the OBV RPNS and the COBALI) met with experts to develop a knowledge acquisition tool, which will be used in the long term to establish management plans for this species at the watershed scale. At a meeting with experts in the issue, it was strongly suggested to contact the managers of the territory (municipalities, MRCs, private woodlot owners, lake associations) to gather their views on the beaver to develop a tool for use by any individual. 
The OBV therefore wish to find out what lake associations have to say on beavers, through a telephone survey (approximately 7-8 minutes). If you want to share your opinion on issues due to beaver you encounter»* let your Association know now. It is a subject to which the Executive of the ALSFX attaches great importance. Abrinord wants our phone calls for February 5th.

Whatever your attitude towards the Thurson Lake Class Action, you want to have your say in the use of the Lac Saint-François-Xavier Environmental Fund Inc.? Ask to become a member of the Fund! This will be your essential move; do not miss it.
The Fund will consist of the balance of the amount of the settlement of the Class action, once the disbursements and reimbursements of the amounts owed, according to the judgment of the Court. It will be managed by a Board of directors accountable to its members.

  With summer about to end, it is with great pleasure that we extend an invitation to our fall 2013 art exhibit at the Montfort art gallery.

Come and meet our artists on Saturday August 31st 2013 between 2 and 4 PM. CIRCULATION AUTOMOBILE INTERDITE SUR UN PONT
SITUÉ SUR LE CORRIDOR AÉROBIQUE À WENWORTH-NORD
Saint-Jérôme, le 13 août 2013 – À la suite d'une inspection du pont situé sur le corridor aérobique (rue du Chemin-de-Fer) au-dessus du lac Saint-François-Xavier à Wentworth-Nord, le ministère des Transports se voit dans l'obligation d'y interdire la circulation automobile à compter de maintenant. Toutefois, les cyclistes et les piétons pourront continuer d'emprunter le pont.
Considérant l'état de la structure, le Ministère procède à cette fermeture dans le but d'assurer la sécurité des usagers. La fermeture préventive est d'une durée indéterminée.
Chemin de détour
La fermeture occasionne un court détour via la route principale pour la circulation automobile.

All citizens residing within a lake’s catchment area have repercussions on it. The repercussions deemed negative can extend from nuisance, to loss of the lake’s usage to a decrease in property values. But it is also these same users that can play a beneficial role on the water’s quality by regrouping and finding solutions!
Let’s realize that lake protection associations aren’t only first responders signaling problems and threats affecting lakes; they are also part of the healing process.
It’s with this in mind that the Laurentian CRE has accepted our invitation and will offer two (2) free conferences Friday, June 14, 2013 in the Mille-Isles community hall. These conferences are open to all the citizens of the municipalities of the Argenteuil region.
1:30 p.m.: Setting up a lake protection association: What is it? What’s it for? Why? How?               
3 p.m.: To better know the lakes’ health status: information on the Laurentian Blue program and the voluntary supervision of lakes.

Wentworth-Nord's Green Day

Wentworth-Nord’s Green Day will take place on Saturday, May 18, from 10am to 3pm, in Laurel. With its slogan 'Wentworth-Nord on greening'*, the day theme will be "recycling". Attend presentations, visit the booths, have your water sample tested by Géostar-Notreau (see note), etc.
Go over Green Day agenda (in French) at the municipality’s website ("Good weather, bad weather, may 18 you will be entitled to a program of varied activities and free lectures on preservation of the environment, raising awareness to environmental causes and gestures that you can use daily to protect our collective wealth.")

Earth Day

Give an environmental touch to your summer and get ready to receive the President’s Message to this effect again in our next spring Newsletter of the Association.
Start by Green Day on May, 18 in Laurel. With its slogan 'Wentworth-Nord green future'*, the day theme will be "recycling".
Among the activities of recycling, there will be composting of green waste, consisting of such kitchen leftovers among others.
You haven’t started yet? It's time to get yourself a home composter; "land machines" are still for sale at the reduced price of $ 40 at the municipality1; one will even make the object of a draw at this Green Day.
I started in this experiment of composting following last Green Day and tried to make you share my beginnings in an article entitled "No more garbage!" which will also appear in the Newsletter.

Death of Tom Burdon

BURDON, Thomas Holland, born August 23, 1919, Saint John, New Brunswick, Canada, died March 14, 2013, Los Altos Hills, California

Tom/Dad/Grampy passed away peacefully while visiting with his son Tom A. and family. He was surrounded by many of his family in a loving environment during his final voyage. His unique energy, extraordinary wit and life force will be missed by all who knew him. He is survived by his brother Fred; his children, Dave (Brenda), Linda Cameron (Adrian d'Angelo), Camrose (Cletus Peters), Doug (Sharon Lowe), Tom A. (Eva Weinlander), and Carma; 17 grandchildren; 10 great-grandchildren; many nieces and nephews. Tom was predeceased by his wife Barbara and his brother Roger.
Soon after graduating from Saint John High School Tom took officer training at Royal Roads in Victoria and joined the Royal Canadian Navy Volunteer Reserve. In World War II he served on corvettes and other ships that were famed for their courageous escorting of Allied conveys through treacherous seas during the Battle of the Atlantic. In 1941 he was part of the escort group for a 52-ship convoy when it was fiercely attacked by a U-Boat wolfpack, losing 11 ships.
After the war he had a long career with Zeller's, first managing the Fredericton store, then moving to Head Office in Montreal and becoming VP Human Resources. He was a loyal company man throughout his career.
Tom was regarded as a wise community citizen and served in leadership positions with the Boy Scouts, YMCA, United Way and the Lac St. Francois Xavier Lake Association. His counsel was sought and respected by many from within and outside the family.
A lifelong learner and traveler, Tom was passionately curious about the origin of life, all aspects of science, ancient civilizations, general semantics, and the theories of economist Henry George. He was a proud Canadian and a staunch Conservative.
He and Barbara created countless treasured memories for many at the fabled “Four Gables” and “The Base”, the family's lakeside homes in Montfort, Quebec. No one left their home without a sense of renewal, rejuvenation and connection. The gift of these memories will be cherished by all who knew him.

Green Day and plant order

This year again, Environment services of the municipality proposes adapted plants group-buying to riverside residents. The attached document (in French) has a list of the proposed plants and an order form to send back to the municipality.
The document mentions, by the way, that the 2013 Green Day should be held on Saturday, May 18th, in Laurel.
Everyone is also invited to contribute to help keep and add stars to our score on the Fleurons du Québec evaluation, by getting the best environmental look of their property http://www.fleuronsduquebec.com/ .

Meeting on the environment in Montfort 

A meeting on the environment, between the representatives of the associations of Lake of Wentworth-Nord, the Regional Council of the environment of Laurentides (CRE) and the municipality, was announced for August 17, in Montfort.
Beyond the agenda that will be submitted by Mr. Joël Badertscher and recommendations expected from the spokesman for the CRE, we hope to find our colleagues of the other associations and resume our discussions where we had left a few years ago. This kind of meeting has also proved, in the past, be a unique opportunity for associations to share their common concerns with authorities.
"Essentially, this meeting is a time for the municipality and all relevant actors to develop and implement a plan of action to minimize the impact of our presence in the vicinity of streams."*

Summer Regatta 2012

Date: Saturday, July 28th, 2012. In case of a rain-out, Sunday, July 29th.
Time: 1 p.m.
Location: Beach at Montfort
You don’t need to be a member of the Lake Association to participate. This is an open community event. Everyone is welcome. Just bring yourself, your friends, your competitive spirit, a strong voice, and maybe a paddle if you have one. Even if you don’t know anyone, come and you’ll meet lots of others.

The day usually lasts until about 5 p.m. The awards are given out at the bonfire site across the road from the beach at approximately 8 p.m. (usually at dusk). This is country living so nothing is exact! But it is lots of fun!
